Should I use Leave-In Hair Conditioner while hair is wet or when it drys?

I am an african-american male, and I have really long hair, but it is thick, and very frizzy, but very long and I wear braids and sometimes ponytails. I purchased Garnier Fructis Sleek and Shine leave in hair conditioner, and I am trying to make my hair thin out, shiny, and slick it back and lay it flat for a ponytail, I was wondering should I put the leave-in conditioner in my hair right after I shampoo it and condition it with regular conditioner while its still wet, or should I wait til' its dry? and do you think it will help slick my hair back for the shine and ponytail I want???

about 70% dry...because your hair is like a sponge...it won't absorb the conditioner if it already has absorbed too much water. Think of trying to clean a spill with a wet sponge...it isn't going to soak up anything. If the sponge was just a little damp though, it would soak it up. So if your hair is just a little damp, it'll soak the conditioner up!
