What is the best way to prevent mascara from smudging & getting raccoon eyes?

I laugh... a lot... & when I laugh it always seems that my mascara & eyeliner will smudge a bit under my eyes & I get raccoon eyes. I am constantly having to check & make sure that the black ain't smudge... I stay on top of it but it drives me crazy. What can I put under my eyes that will prevent the eye makeup from sticking/smudging under my eyes???

I hear that if you put Ginger Ale on them they won't MIGHT get the eye herp from Ginger Ale though- she's pretty skanky.
